World Bowls, the International
Federation, today announced that Warilla Bowls & Recreation
Club, New South Wales, Australia will host the 2007 World
Singles Champion of Champions to be played 6th - 16th November
2007

of the Board of Directors of World Bowls to Warilla Bowls
& Recreation Club for their enthusiastic and generous offer
to assist World Bowls.

to host our highly successful televised World Cup Indoor

STARTS NEW YEAR ON TOP OF THE WORLD
JEFF Rabkin of Israel
starts 2007 as the new No.1 on the latest bowls ranking
list released by the sport's governing body, World Bowls.
Rabkin's rise from seventh
place follows his runner-up finish in the recent Champion
of Champions tournament staged in New Zealand. Winner of
that event, Scotland's Darren Burnett, sits third in the
rankings behind former No.1 and world champion Steve Glasson.
Amongst the women England's
Julie Saunders - winner of the Champion of Champions title
- makes the biggest move up to sixth place in a table still
headed by South Africa's Lorna Trigwell.

Reigning Men's World Champion
Steve Glasson now stands alone at the top of the updated World
Bowls ranking list.
Third place in the ComfitPro
World Cup takes Glasson - who had previously shared top billing
with countryman Mark Casey and England's Mark Walton - to
the head of the table, followed now by Nick Cole of Spain
while World Cup winner Neil Spiers of Scotland arrives at
number five.
In the Ladies ranking
list it is all change at the top with Ireland's Margaret Johnston
overtaken by Lorna Trigwell of South Africa following her
seventh placed finish at Warilla while ComfitPro World Cup
winner Shirley Choy enters the top 10.

NEW RANKING
LIST ANNOUNCED
WORLD Bowls, the sport's
global governing body, has initiated their first ever player
ranking list ahead of the forthcoming World Cup.
The list is in recognition
of players' achievements in the three world singles events
currently staged by World Bowls, namely the World Championship,
the World Cup and the "Champion of Champions" tournament,
with points accrued over a four-yearly cycle.
Those appearing on the
list do so by virtue of their exceptional level of performance
in events that are potentially open to all bowlers participating
in the sport throughout the world, not solely to those belonging
to a particular association or Tour.
Gary Smith, Chief Executive
of World Bowls said; "This is another step forward in us bringing
the sport on to a global basis as well as recognising those
who have performed at the highest level over a number of years
in what are the top events in the sport.
"We would hope to add
other events - which would meet our criteria - to the list
in the future, thus giving even more scope for players across
the globe to feature in our World Rankings List, which are
governed by performance rather than location.
Ireland's Margaret Johnston
heads the inaugural Women's list, while Steve Glasson of Australia
- although level on points countryman Mark Casey and England's
Mark Walton - heads the Men's list being the reigning World
Champion, a title he won at Ayr in 2004.
The listings will be updated
following the World Cup event which takes place in Warilla,
(NSW) Australia, between 21-28 April.

STAY AS PRESIDENT
Betty Collins
OAM has been re-elected to
serve as President of World Bowls, the world governing body
for the sport of bowls.
Collins, from Melbourne,
Victoria, successfully defeated the challenge from England's
Dennis Grint for the top position.
John McArdle (South Africa)
has been elected as the new Deputy President. Grint is now
replaced on the Board of World Bowls by McArdle while Ivan
Kantor (Israel) was also elected as a Director.
Elleanor Allan (Scotland)
was unopposed in the election
(as Director (female)) and is duly re-elected.
Kerry Clark OBE (New Zealand)
and Margaret Fettes (Canada) were not due for re-election
to the Board as they still have two years to serve as Directors.
The new Board will operate
from the conclusion of the Biennial Council meeting taking
place on 25th March 2006.
The counting of ballot
papers and votes were observed by an independant scrutineer.

WORLD Bowls, the world governing body

Board of Directors
of World Bowls
Following the recent resignation
of Mr John McDougall as a Director of World Bowls, due to personal
circumstances, the Board are delighted to announce that Mr Ivan
Kantor from the Lawn Bowls Association of Israel, has been appointed
to fill this vacancy on the Board.
In accordance with the Constitution
of World Bowls, Ivan will now serve as a Director of World Bowls
through to the Biennial Meeting to be held in March 2006, being
the remaining term of office for the position previously held
by John McDougall.
Merger
of the Jersey Women's B.A. and Jersey B.A.
With effect from 17th November
2004 the two above mentioned Associations merged to form a new
association to be called 'Bowls Jersey'.
ATLANTIC RIM GAMES
2005
World Bowls are pleased
to announce that the Atlantic Rim Games will be hosted by the
Irish Women's Bowling Association at Ward Park, Bangor, County
Down, Northern Ireland from 13-23 August 2005.
Competing teams will comprise of five women from each of the
following 18 eligible countries:
Argentina, Brazil, Canada, Canary Islands, England, Guernsey,
Ireland, Isle of Man, Israel, Jersey, Namibia, Netherlands,
Portugal, Scotland, South Africa, Spain, United States of America
and Wales.

The Board is delighted to
welcome the Chinese Multi Bowls Association into membership
of World Bowls.

Games-Format for Lawn Bowls Events - June 2004
In September 2002 World
Bowls received a detailed communication from the Commonwealth
Games Federation (CGF), including the Sports Programme Review
document, which had been submitted to the CGF General Assembly
in July 2002.
The CGF letter of September
2002 stated the following:
'One of the primary motives for undertaking this review was
a concern about the increasing gigantism of the Commonwealth
Games and the subsequent pressures on a country's ability to
host the Games. The Sports Committee and the Board (of the CGF)
recognise that there are a number of measures that could be
used to control the size and quality of the Games and these
were reflected in the responses from Commonwealth Games Associations
e.g.
- Limiting the number of participants
(maximum number of entries)
- Limiting the number of disciplines
in a sport (depth of field sizes)
- Introduction of minimum performance
standards (ensuring a quality product)
The results of the survey
confirm a desire by Commonwealth Games Associations to not only
limit the size and cost of hosting the Games but also to ensure
a high standard of competition and presentation.'
The CGF communication of
September 2002 went on to state the following:
'The Sports Committee and the Executive Board (of the CGF)
agreed to recommend to the General Assembly that the following
sports be included in the Core Programme of the Commonwealth
Games from 2010:-
- Individual Sports: Athletics,
Swimming, Lawn Bowls
- Team Sports: Netball, Rugby

In formulating the recommendation
the Sports Committee and the Executive Board (of the CGF) wish
to signal that further analysis of each discipline within each
sport will be undertaken from a Commonwealth Games perspective
in partnership with the International Federations. An important
part of this work will be an examination of the quality and
depth of field in each sport/discipline competing in the 2002
Games and associated issues to ensure the principles of universality
and inclusion are maintained appropriately.'
Since that time the Board
of World Bowls has liaised with the CGF in furtherance of all
the above. As a result the Board of Directors of World Bowls
resolved to present the following proposals to the CGF:
- Events-Each competing Country can
send a side of up to 6 male athletes (plus a Team Manager)
6 female athletes (plus a Team Manager) to compete in Singles,
Pairs and Triples disciplines. This reduces the total number
currently participating by one male and one female, having
replaced the Fours discipline with a Triples discipline.
- Singles-To be played with four
bowls, 2 sets of 9 ends. In the event of participants being
tied at one set each, then a third 3 end 'sudden death'
set is played to determine the winner who shall be that
player winning 2 of the 3 ends (number of shots won are
not counted in the third set).
- Pairs-Two bowls per player, 2 sets
of 9 ends. In the event of teams being tied at one set each,
then a third 3 end 'sudden death' set is played to determine
the winner who shall be that team winning 2 of the 3 ends
(number of shots won are not counted in the third set).
The players' positions may be altered prior to the match.
- Triples (to replace Fours)-Two
bowls per player, 2 sets of 9 ends. In the event of teams
being tied at one set each, then a third 3 end 'sudden death'
set is played to determine the winner who shall be that
team winning 2 of the 3 ends (number of shots won are not
counted in the third set). The players' positions may be
altered prior to the match.
- Sectional Play-Play to be in either
4 or 2 sections, subject to level of entries. At the completion
of the sectional play, in the case of 4 sections, the top
2 teams in each section will advance to knockout stages
consisting of quarter-finals, semi-finals and final. In
the case of 2 sections, the top four teams in each section
will advance to knockout stages. (World Bowls has subsequently
requested that play be in 2 sections if scheduling will
allow)
- Plate or Cup Competition-The teams
that do not qualify for the knockout stages will compete
in a 'plate or cup' competition, the format to be decided.
This may only be possible if the discipline concerned is
played in four sections. (World Bowls has subsequently requested
that play be in 2 sections if scheduling will allow)
- Dead ends- There will be no dead
ends, with the jack being re-spotted at a clearly designated
position back on the rink of play, when, in the appropriate
cases, an end would ordinarily be declared dead.
The CGF has now responded
by welcoming these positive and innovative proposals and by
congratulating the Board of World Bowls for its foresight, confirming
that they meet the requirements of their original communication
and have now confirmed that the above format will be implemented
at the Commonwealth Games in Melbourne in 2006.
It must also be highlighted
that for all sports other than boxing only one set of bronze
medals will be awarded in each discipline, thus requiring a
play off between losing semi-finalists to determine the bronze
medallists in each discipline.

Of Champions 2004
World Bowls is delighted to announce that
the World Singles Champion of Champions 2004 will be staged
at Warilla Bowling Club, Warilla, New South Wales, Australia
between 12th and 19th November 2004.
The current Men's and Women's National Singles Champions as
at 31st March 2004 of all Member National Authorities in membership
of World Bowls will be eligible to participate.

The Board of Directors of World Bowls, after being briefed by
the President of Malaysian Lawn Bowls Federation on the technical
difficulties faced by Malaysian Lawn Bowls Federation, decided
that the venue for the 10th Women's World Championships will
be changed to Royal Leamington Spa, England. The Board of Directors
of World Bowls appreciated the difficulties faced by the Malaysian
Lawn Bowls Federation.

Women's Taylor Bowls World Singles Champion of Champions staged
at Moama Bowling Club, Moama, Australia 20-26 September 2003

Election of World
Bowls Officers 2003
All National Authorities have already been circulated with the
voting forms and a C.V. for each candidate. The results of the
election will be known in the second half of May 2003 and the
successful candidates will take up their Offices at the conclusion
of the Biennial Meeting detailed below.

Australia on Monday 29th September 2003.
Revision of the
Laws of the Sport of Bowls
National Authorities have already been circulated with the Board
approved final draft of the Revised Laws of the Sport of Bowls
for approval at the September meeting. It is anticipated that
the Revised Laws will come into effect on 1st April 2004.
Stamping of Bowls/Testing
of Bowls
Following a number of subsequent submissions received following
the World Bowls directive issued in February 2002 regarding
the introduction of the new World Bowls Official stamp, which
advised that World Bowls would still consider bowls stamped
with the previous WBB stamp dated 2010 or 2011 as still being
valid until their expiry, the Board has reviewed this decision.
As a result this dispensation is revoked and all bowls to be
used at all future International events run under the auspices
of World Bowls must bear a legible, unexpired World Bowls stamp.
The Board are encouraged by the progress being made by some
National Authorities to reintroduce or update their requirements
relating to the regular retesting/re-stamping of bowls, for
those involved in competition play. However, there is still
more that could and should be done by those Authorities who
are within reasonable distance of the Standardised Test Tables
establishments operated by the World Bowls Official Licensed
Testers. With so much publicity in recent years relating to
the perceived 'narrow' biased bowls and deliberately 'doctored'
bowls it must be in everyone's interest to ensure bowls used,
especially in competition play, are regularly retested wherever
possible. World Bowls is doing everything it can to eliminate
these perceived unsatisfactory elements in the sport but National
Authorities have an equal responsibility and the Board believes
that this is not being exhibited by some Authorities who could
easily do so.
World Champion
of Champions Singles 2003
The Board are delighted with the number of 'intent to enter'
forms received back from National Authorities indicating the
support for the introduction of this event. The inaugural event
will be played at the Moama Bowling Club in Australia 20-28
September 2003.
Commonwealth
Games
It has been confirmed that Lawn Bowls will be one of the five
core sports in the next three Commonwealth Games.
Commonwealth
Youth Games
It has been confirmed that Lawn Bowls is to be included in the
next games scheduled to be staged at Bendigo, Australia in December
2004. Commonwealth Games-International Federation Technical
Delegate-The Board has appointed Mrs Eleanor Allan of Scotland
to undertake all necessary duties on behalf of World Bowls in
relation to the next Commonwealth Games in Melbourne, Australia
in 2006, the Commonwealth Youth Games as detailed above and
to represent World Bowls in all matters relating to the International
Federation's liaisons with the Commonwealth Games Federation.
This position will be reviewed following the Melbourne 2006
Commonwealth Games.
Calendar
of Events
An updated Calendar of International Events is available on
this website. Development Issues For some months now the Board
has been in discussion with Confederation Mondiale des Sports
de Boules (C.M.S.B.), being the umbrella World Governing Body
currently incorporating the three World Governing Bodies of
the ball sports of Petanque, Boule Lyonnaise (Bocce) and Rafle.
C.M.S.B. is a recognised member of the Association of the International
Olympic Committee Recognised International Sports Federation,
General Association of International Sports Federations and
the International Federation of World Games Association. C.M.S.B.
sports currently cover 75 countries. Discussions between C.M.S.B.
Officers and members of the Board of World Bowls have been very
progressive and have centred on the benefits to both organisations
in World Bowls becoming a fourth member of C.M.S.B. World Bowls
is represented in nearly 20 countries where C.M.S.B. are not
and obviously C.M.S.B. is represented in many countries where
World Bowls has no representation. As such the development potential
is very exciting. Furthermore, membership of C.M.S.B. will give
the foot in the door with International Olympic Committee so
long sought by our sport. Potential also exists to be involved
in other major International events. It must be stressed that
each of the member bodies of C.M.S.B. remains an autonomous
organisation conducting their own affairs. The Board of World
Bowls has decided to progress membership of C.M.S.B. on the
basis that membership of this organisation is in keeping with
the aims and objectives described in the World Bowls Strategic
Plan. The three Presidents of the three current member bodies
of C.M.S.B. have already agreed that they will recommend to
the C.M.S.B. Executive, at their meeting in April 2003, that
World Bowls be admitted into membership of C.M.S.B. Gary Smith
